On Sept. 17th I received a ticket for being on state grounds after posted hours. I of course cannot pay it until I get a letter with the case details (including amount owed). I was told this could take up to three weeks after issue, but I'm also supposed to pay within 30 days of issue. Do the math—those three weeks are up, and I still haven't received any details in the mail. I just right now did a ticket search on my name and nothing was listed, confirming it wasn't a post mishap.
So I've basically decided what to do: if the details show up in these next couple days (or ever I guess), pay it—obviously. But if the details simply fail to show up, I'm planning on doing absolutely nothing. Is that the right choice?
If I never get charged then, hooray, the bureaucracy fucked up and I got let off the hook. If they somehow never alerted me that I owe money yet contact me about having not paid within 30 days of issue (and think about how unlikely that is, considering how the same record dictates both), then I can challenge any penalties by saying I was never informed I had to pay.
It's pretty straightforward and logical to me, I just want to see what y'all think.
Steel for your time.

Hmmm... Of course the obiligatory IANAL, but in my experience, the government doesn't take excuses, no matter how valid they are. "Ignorance is no excuse" and all that. If you aren't notified, the ticket will still be just as binding, and could eventually be upgraded to a warrant if left unpaid, meaning that a year or two down the road you might get arrested when they pull you over for a bad tail light.
It's rotten, but that's how the government works. And even if your logic would hold up in court, is it really worth being arrested and fighting in court about it? Just pay the money.

The best way to view it is that the mafia just smashed in your front window and told you they're going to be back to collect cash or else they'll destroy more stuff. Except in this analogy, the mafia is the highest law of the land, and has every legal right to do "whatever necessary" to collect the money they're demanding.
Just because the mafia doesn't come busting down your door exactly when they said they would doesn't mean you're in the clear. It just means you have to take the money to them, otherwise next time they'll break your kneecaps, too.
Yes, I'm a pessimist. And yes, I speak from experience. Don't anger the government. It's not worth it.

Well first off, I literally can't pay the money. I already tried to do this once (walked into the courthouse, ticket in hand) and the employee told me my case wasn't in their records yet, and I can't pay until I get details in the mail. So I figured as long as I don't know this info, they don't either. I am considering going back and attempting to pay, but I'm apprehensive because I don't want to be the one to enter myself into the system :P
Thanks for your perspective, that's what I'm looking for in this post.
also I'm amazed at general human intuition by the fact that I figured out IANAL without knowing what it meant

I had a similar situation. Got a speeding ticket and had to pay it by a certain day. That day was 2 days after the deadline for the cop to enter it in the system. Which was 2 months from when I got it. I tried to pay it multiple times, same answer "you can't pay it unless the cop enters it" He entered it the last day possible. I had to drive to the courthouse within a 36 hour period or have the ticket outstanding. I have no idea why he did that to me.

Hmm, this could very well be what's going to happen to me. Suppose I will wait and find out..
